VA-backed home loans can, in some cases, be used toward construction or renovation that adds habitable space, including an ADU — eligibility depends on the specific loan program and lender. CalVet offers a separate home loan program for California veterans with its own terms. The SBA's veteran-focused lending and advantage programs may apply if the project is tied to a veteran-owned business or housing initiative. Beyond veteran-specific programs, families can also combine these with CalHFA's ADU Grant (up to $40,000 toward predevelopment costs) or FHA Title 1 loans (up to $25,000, no equity required).
